About Chico

Chico has been in the right-of-way industry for over 18 years. More specifically, he has been involved in acquisition, permitting, and medium-large scale program management for pipelines, telecommunications, and electric transmission projects.

He has setup and run PMO departments, specializes in ROW cost estimates, scheduling, training, proposal writing, and model building.

Chico has a bachelors in engineering, a masters in finance & economics, and he is certified in quantitative finance. Lastly, he has is SR/WA from the IRWA and PMP certification from the PMI Institute.

TIMELINE

From 2006 – 2018, Chico was a ROW field agent working on multiple pipeline projects for multiple clients. He spent his last 7 years in Houston, TX working primarily in Harris, Brazoria, Galveston, Liberty, Chambers, Fort Bend, and Matagorda Counties as a non-environmental permit supervisor.

In 2015 Chico decided to enroll in the CQF program were he developed and built quantitative financial model such as Black-Sholes Models, Monte Carlo Simulations, Stochastic Interest Rate Models, LIBOR Market Models, Stochastic Volatility Models, etc. After graduation in 2016 with his certification in quantitative finance, he later enrolled in the Masters of Finance & Economic Program at West Texas A&M.

In 2019 Chico began managing ROW projects from conception to completion, and also received his PMP certification.

In 2020 Chico became heavily involved with all project cost estimating, project scheduling, as-well-as proposal drafting.

In 2022 Chico began routine training and development plan, SharePoint internal site development, and PowerBI dashboard development.

In 2025 Chico began developing and creating the advanced project risk analysis program and started regularly public speeches about risk, probability, and uncertainty.
